Primary motivation is that its a big issue when moodle.org forum emails are not being sent out. Secondary motivation is that nobody ever investigates cronjobs until they hear about something being broken.
We can create a script which is used for reporting when scheduled tasks last run and use it to generate warnings when they are delayed. We used to do this in my last job at a very basic level - warning when cron hadn't completed within the last hour. With the new scheduled tasks system we can do something more mores sophisticated.
