setup nagios to monitor moodle/sites (cron) logs and notify admins on failures

      after brief discussion in MDLSITE-2969 with mspurrier, the need for cron/logs monitoring resurfaced.

      a short discussion with damyon regarding 2.7 features.

      [14:03:58] <aparup> does the new cron scheduling stuff feedback to admin about errors during cron?

      [14:07:22] <Damyon Wiese> but when a task fails it will get scheduled to be retried
      [14:07:27] <Damyon Wiese> and you can see that in the admin page
      [14:07:46] <Damyon Wiese> it throttles back the retries until they are only once every 24 hours
      [14:08:19] <aparup> ah ok so 'retried' status is something we could get nagios to monitor (or the cron logs directly)

      [14:19:42] <Damyon Wiese> in the admin interface it's the "Fail delay" column
