In cases where a TinyMCE Premium customer has access to all premium plugins, they may receive a single zip file for on premise usage. This issue adds support for that single zip file, so the option to set a file path on the TinyMCE Premium settings site administration page will be required.

This issue is marked blocked by MDL-85726, because if there is a universal HTTP API URL setting available, an admin should only be able to toggle between enabling that and this zip path (so this will expand on that  functionality and add the ability to switch to the zip file option).

Note: Individual / per-plugin zip files are out of scope in this issue, as they will be covered by a follow up improvement.
