TinyMCE Premium on-premise: HTTP API support

      This will be the first on-premise format we will tackle for TinyMCE Premium plugins - supporting self-hosted via HTTP API. This one will be tackled first as it is a common use case and is the simplest case to implement within LMS.

      This will require the ability to optionally set a HTTP API URL on the TinyMCE Premium settings page in site administration.

      See the epic description for more information about what is required, and some docs links on setting up the plugins and API with a Docker container.

      Note: If  API URLs are required per-plugin for some plugins (rather than a single API endpoint for Tiny Premium), let's discuss in team before proceeding (as this may be a broader scope and  also require some additional UX support).
