This issue is part of the new activity chooser epic.

Apart from this purpose, plugins can now inform the setup complexity level. In future issues, this level could be used to filter the activity chooser list and will guide the user on which activity types are easier to use.

This issue will be implemented over the MDL-85533 code and will:

• Add a new feature to define difficulty level per each plugin. The solution will be similar to the one used for the activity purpose.
• Like in the prototype, display the setup difficulty in the more information panel in the activity chooser (the information displayed when clicking the "i" button on an activity).
