After a great deal of searching, we did not find a solution to remove course backup files in bulk. The function to simply select the files and remove them would be of great assistance when a cleanup is being done. This function will affect the way we can serve our clients as a Moodle partner.

Versions of moodle that it will be useful for is moodle 2.2 and upwards.
