Try this in moodle demo site (http://demo.moodle.org).
Log in as demo admin.
Go to Site Administration->Front Page->Front Page settings and set "Front Page" to "News item" and "Front page items when logged in" to "News item" too.
Go to moodle demo home page and change the moodle language from the chooselang_jump menu in the top right corner of the page.
You will find that each string will change according to the chosen language BUT NOT THE LABEL of the region for the site news.
