Heading styles out of order on moodle.org homepage

      I noticed on this ticket https://tracker.moodle.org/browse/MDLSITE-6747 that Aya was asked to skip heading from H2 to H4 on purpose on the moodle.org homepage.

      We will need to resolve this accessibility issue now. Similar to MDLSITE-7765.

      The section headings are H2. Therefore, the box headings and the forum titles have to be h3. We cannot skip to h4 because of the styling. That is not what heading tags are for.

      Styles can be applied separately, as we did in MDLSITE-7765.

      This is not super urgent, but one to add to the todo list.
