Delivery: Plugins directory search should indicate that certified integrations are listed first

      Based on the findings from research in MDLSITE-7748.

      Pending manager approval, we will be implementing the following design in the Plugins Directory to display the Certified Integrations results and how the badge is displayed across the site.
