The Moodle plugins database allows plugins to be listed in various predefined orders (sites, favourites, downloads, etc). However, the first 3 plugins listed are those that have the "A Moodle Certified Integration" badge on them, regardless of the order selected. This seems like a bug to me.
We will look at how to clearly indicate that the top results are "Moodle Certified Integrations".
I have added a separate tracker ticket for the bug report of some of the plugins not displaying at the bottom of the page since we implemented the CIPs at the top: https://tracker.moodle.org/browse/MDLSITE-7801
