Settings dropdown dimmed in discussion view page

      As noticed in the current Moodle.org forums here https://moodle.org/mod/forum/discuss.php?d=438373#p1764715
      when you view a discussion the settings option (to star/pin etc) is now dimmed. This is the same in our new theme but on the Sandbox in regular Boost it is not the case.
      Would anyone happen to know if this is deliberate or an oversight - and if so, does it need to be changed?
