Upgrade the QA testing site to 4.0

      As suggested by sanderbangma, let's upgrade the QA testing site to 4.0dev, then it can be used to try out the new 4.0 features and improvements.

      We can just upgrade the site now, then do a fresh install prior to the 4.0 QA cycle, as per our release process.
