With https://github.com/moodlehq/moodle-local_ci/pull/75 a new common installer of npm stuff has been added to local_ci. The idea is to make any job, current (A, B in the commit message) or future (C in the commit message) to switch from custom installation code to it.

This task is about to change all current uses (A, B) to start using the new installer.
