Add the mobile CSS file in moodle.org

      The moodlemobile.css file is in the moodle.org theme so:

      1. The theme (moodleorgcleaned_moodleorg) must be upgraded from gitlab
      2. The Site administration /Plugins /Web services /Mobile CSS (mobilecssurl) field should point to the full URL of the CSS file:

      https://moodle.org/theme/..../moodlemobile.css
