According to the project prototype, the activity chooser in mobile view should represent the vertical tabs in a scrollable panel with four elements (all, favourite, recommended, and a categories dropdown).

This issue will use the code from MDL-85533 as a base and implement the dropdown solution and the aesthetics of the modal in mobile view.
