Suspended users assignments act different when suspended in course or on system level.

      1. Create a course and enrol a teacher and a student.
      2. Create an assignment in the course.
      3. Log in as the student and submit to the assignment.
      4. Log in as an admin and suspend the student at the site level.
      5. Log in as the teacher and view the assignment grading interface.
      6. Enable the "Include suspended users" filter.
      7. Expected: The suspended user appears in the grading list with their submission.
      8. Without the patch: The student would not appear, even though they submitted before suspension.

      • When a user is suspended on course level, the users submissions are still visible in the course.
      • When a user is suspended on system level, the users submissions are hidden in all courses.
        This becomes a problem when the teacher has to grade and report grades for submissions made before the suspending.

      (In quizzes, the users attempts are still visible in the course when suspended both on course and system level)
