For images generated by the AI subsystem the description for the alt text is either populated by the prompt the user entered to generate the image or the revised prompt returned by the AI service.

This tracker is to add the ability to generate alt text for existing images using the AI subsystem and the describe image action added in MDL-84698.

This will also require UX design work on how to integrate the functionality with the existing image adding workflows
