Add an image describe action to the AI subsystem to allow placements to have a text description of an image returned.

Use cases for this functionality include:

• generating Alt text for existing images or newly added non AI images
• enhance the text explain and summarise functionality to include image content into their functionality

There will be follow up trackers to implement usage of this functionality. This tracker is to add the action support to the subsystem.
