Question bank: display of the version number in the question list needs to be improved

      This improvement will be particularly necessary once MDL-84433 is done.

      Currently the version column in the question bank just says soemthing like v1 (and, on the history page, that is fine).

      However, in the main question list, this is not ideal, depending on that is being shown. As applicable, it should be something like

      • v7 (latest) - if latest version is ready.
      • v7 (draft - latest ready version is v5) - _if latest version is draft, and that is what is being shown. _
      • v5 (latest ready version - draft v7 exists) - if latest version is draft, and the table is set to show ready versions.

      And, similar if we are showing hidden versions, and the latest version is hidden. I will let someone else think thorugh the cases and how to display.
