You can make the question show up again if you edit the latest version that exists, and save it again. (E.g. in this case, re-save v1 to make v3, then thant will show up.)

Set up:

Create a simple question like (True/False)

Edit the question, to create version 2.

Create a quiz, add the new created question to the quiz.

Case 1: Question bank will show question with latest version i

Go to question bank

Go to history page of the new created question

Delete the version 2 of question

Return to the question bank

Expected result:

The question v1 should be shown in the question bank.

The question count in category should be 1

Case 2: Add Question from Question bank page

Go to Quiz -> Questions

Click to add question from question bank

Expected result:

The question v1 should be shown in the question bank.{}

Case 3: Turn on Shown hidden question in question bank.

Go to history page and delete question v1

Change filter "Shown hidden question" = Yes and applied filter.

Expected result:

The question v2 should be shown in the question bank.

The question count in category should be 1

Steps to reproduce

In the question bank. Ensure 'Also show old questions' is off
Create a question.
Edit the question, to create version 2.
Create a quiz, add the question, and set it to specifically used version 2.
Go back to the question bank, and view the history for this question.
Delete version 2. (Since it is used by the quiz, it will not really be deleted. Just have its state set to hidden.
Return to the list of all questions.

Expected result:

The question should still be listed (showing that the latest version is v1, ready.)
The history view should show versions 1-2.
If you turn on 'Also show old questions' then the main question list should show v4 (hidden), and the history should show all four versions.

Actual result:

The question disappears from the question list because it is just looking at the latest version and seeing that it is hidden.
