Make experimental nested discussion view a 'default user preferences' setting

      Since the "Use experimental nested discussion view" forum setting has been out for quite a while now, it would be nice to be able to have it as a site wide setting so the Admin can set a Default (for example, "yes" so all new accounts use this view by default).

      The suggestion is to add this setting to the Site Admin - Users - User default preferences settings page (/admin/settings.php?section=userdefaultpreferences) so the Site Admin can have it toggled to "Yes" by default, and allow the user to opt out of this default in their own preferences.
