Edit the capabilities for the Non-editing teacher to Allow them the "moodle/course:viewhiddensections" capability.

The following applies to a course with "Custom sections" format using Boost theme.

Actual behavior:

Activities/resources that are hidden from students are shown to non-editing teachers.
Sections that are hidden from students are also hidden from non-editing teachers.

Expected behavior:

Both, activities/resources and whole sections that are hidden, should be visible for non-editing teachers.
