Consistent component/heading ordering in built upgrade notes

      1. Generate upgrade notes: 

        .grunt/upgradenotes.mjs summary

      2. View the generated UPGRADING-CURRENT.md file
        1. Confirm that the "core" component is listed first
        2. Confirm that all remaining "core_" components are listed alphabetically after that
        3. *Confirm that after "core_" components, all other components are then listed alphabetically
        4. Confirm that each component has note types listed in order (Added, Changed, Deprecated, Removed, Fixed)
        5. Confirm that all tables are correctly displayed
      3. Find the note for MDL-78030:
        1. Confirm that there are two distinct lists
        2. Confirm that the Note: is on its own line

      Following upgrade note improvements in MDL-81125, it would be nice if the built versions (e.g. https://github.com/moodle/moodle/blob/main/UPGRADING.md) were ordered consistently:

      1. Component names
      2. Headings (removed, changed, added, fixed, deprecated)
