Contribution guidelines in repo no picked up by GitHub et al.

      1. Edit README.md and change the path to moodlelogo.svg on the top few lines to use your github username instead of moodle
      2. push the master branch to your personal Moodle clone
      3. View your clone on github
      4. Read through the readme
        1. Confirm it looks nice
        2. Confirm that there is a link from the GH sidebar to the README
        3. Confirm that there is a link from the GH sidebar to the Security policy
      5. View the Security policy
        1. Confirm it looks valid
      6. Open the CONTRIBUTING.md file
        1. Confirm it looks valid

      According to a brief survey of developers "everybody" is using the main repo published at https://github.com/moodle/moodle to start any work or contributions on Moodle.

       

      Each of these people learned somewhere, through some initiation process or (gasp) reading documentation that you need to come here to https://tracker.moodle.org to be a part of the project.

       

      We could make this much easier and attract new contributors by <del>shutting down Jira and moving all development to GitHub issues and PRs</del> adding a link to this issue tracker directly in the main README file.
