MDL-78689 introduced a new feature to sync the providers and its memberships to be synced every week to prevent data loss etc.

Implement this feature for matrix spaces.

Additional information for more clarity:

The main reason for this tracker is to add the sync support for matrix space and its associated functionalities. Matrix space requires membership same as matrix rooms, so we need to add the sync for matrix space membership as well.

If we have a look at MDL-78689, its not only just related to capability changes, its basically a sync to resolve data loss as well. So, we need to implement this feature for space membership.

MDL-79832 is a proposal for creating a sync feature room information, to keep the room name, topic for matrix etc in sync with the current Moodle setting, when we implement that feature, we will need to implement that for spaces as well to keep the space name, topic etc in sync with the comm settings from course.
