As a part of MDL-78689, a new feature to implement a sync for providers has been introduced. This way, providers can implement the sync interface to make sure the scheduled task from core_communication is ran every week and ensure the sync from local moodle to provider is synced properly. MDL-78689 will handle the membership and a new method is added to ensure the sync of the room info. For ex: if someone changes the matrix room topic to a wrong one, and moodle can check and confirm if its synced properly, if not, change it back to the one from moodle.
