Tiny height is shorter than before when clicking the "Add discussion topic" button from forum page

      Steps to reproduce

      1. Set Tiny as the default editor.
      2. Create a course.
      3. Create a forum or access the Announcements one.
      4. Click the Add discussion topic button.
      5. The  Message field is displayed shorter than in previous Moodle versions.
