Highlight it

Press Format > Blocks from the editor toolbar

Confirm heading options 3 to 6 are present and enabled (you can click them)

In new TinyMCE editor, Heading options in Format > Blocks menu are disabled and cannot be selected. Alt+Shift+3, 4, 5, and 6 shortcut keys work without problems.
