"Grade" heading displays twice on gradding page in assignment

      1. Log in as admin
      2. Create a user
      3. Create a course
      4. Enrol user as student in course
      5. Add an Assignment activity to the course
      6. Log out
      7. Log in as test user
      8. Navigate to course assignment
      9. Add submission
      10. Log out
      11. Log in as admin
      12. Navigate to course assignment
      13. Press Grade
      14. Confirm that the panel on the right of the grader contains only one "Grade" heading
