Loss of value set when exporting/importing a calculated question

      1. As admin create a course and navigate to course Question Bank in More secondary navigation.
      2. Navigate to Import using tertiary navigation.
      3. Select 'Moodle XML format' file format and Import attached 'calculated-question-MDL-76721.xml' file
      4. Continue to course Question bank
      5. Confirm there is a new calculated question called 'MDL-76721 calculated question'
      6. Edit 'MDL-76721 calculated question' question.
      7. Click on 'Save changes' button
      8. Using default values click on 'Next page' button
      9. Confirm you see the following values on the 'Set 1' section:
        1. Minimum (both cases): 2
        2. Maximum (both cases): 20
        3. Decimal places (both cases): 2
      10. Confirm you see the following values on the 'Set 1' section:
        1. Wild card {b} = 9.3
        2. Wild card {h} = 6.2
      11. Save changes and go back to Question bank
      12. Export  'MDL-76721 calculated question' using Actions menu 'Export as Moodle XML' option.
      13. Open the exported XML file.
      14. Confirm the values on the XML file match the following:
        1. minimum (both cases): <text>2</text>
        2. maximum (both cases): <text>20</text>
        3. decimals (both cases): <text>2</text>
      15. Confirm there are 2 <dataset_item> nodes.
      16. Confirm the <value> for the first <dataset_item> is 9.3
      17. Confirm the <value> for the second <dataset_item> is 6.2

      If I export/import a calculated question alone, in Moodle xlm format, the value sets are missing.
      If I export/import the category that contains the question, then the value sets are present.
