Implement a "skeleton" renderable class for the tertiary navigation area in the Grader report

      Summary:

      The aim of this issue is to create the base infrastructure which will enable future tasks such as the creation of search and filters to be independently integrated and minimize conflicts.

      Scope:

      1. Create a new 'skeleton' renderable class in grade/report/grader/classes/output/ which extends the core_grades\output\action_bar class.
      2. Within the renderable class, create a data exporter method that initially only returns the data that is required to render the general tertiary navigation selector
      3. Create a basic template for the tertiary navigation area in the Grader report.

      Out of scope:

      1. Implementing the tertiary navigation items (search and filtering components)
