Navigate to Site administration > Courses > Manage courses and categories

Check the page header and secondary navigation is full width and aligned to the left al tabs except the first tab and the 'Content Bank' tab.

Steps to reproduce

Login as admin
Go to "Site administration > Courses > Manage courses and categories"
In that case, the header (with the breadcrumb and the secondary navigation) is displayed centred to the page.
However, when accessing "Permissions" (from this page), which also has full-width, the header is displayed aligned to the left.
