Default dashboard page showing wrong header and secondary nav

      1. Login as a guest user
      2. Go to [yourmoodleurl]/my
      3. Verity the Page heading is 'Dashboard (guest)'
      4. Login as admin
      5. Navigate to the Dashboard page
      6. Verify the Page heading is 'Dashboard' (You might need to refresh if you just logged in as you'll see "Welcome back, Admin" first)
      7. Navigate to 'Site administration > Appearance > Default dashboard page
      8. Verify the Page heading is 'Default dashboard page' and verify there is no secondary navigation on the page
      9. Click 'Reset Dashboard for all users'
      10. Verify the page heading is 'Default dashboard page'

      Problem:

      The Default dashboard page is showing the site admin header and the site admin secondary nav which get in the way of having a real view of the dashboard page during customization. Also the active top nav indicates Site admin instead of Dashboard. The change to 4.0 from 3.11 made it more confusing.

      Recommendations:

      1. Change header to 'Default dashboard page'
      2. Remove secondary nav
      3. Make Dashboard active on the top nav
