The admin dashboard page should have a link to the default user dashboard somewhere

      Since Moodle 4.0 the Default Dashboard page admin page does not follow consistent navigation. the admin must go to "site administration --> appearance --> Default dashboard" but once there all secondary navigation disappears and the top navbar indicates that the page is a Dashboard.

      This new navigation allows the admin to see the default dashboard the same way users will see it but it is also very confusing. The Default dashboard is almost the same page as the user dashboard and the only difference is the title and the "Reset Dashboard for all users" button.

      I propose:

      1. Add a button to edit the default dashboard page in the regular dashboard if the user has the capability (in the same position the "Reset Dashboard for all users" is now)
      2. Add some visual hints to the default dashboard page to differentiate it from a regular dashboard. This could be a bootstrap alert on top of the content or some other thing.
