The Activity chooser was always meant to be a shared design which could (and should) be reused by other components to provide a consistent interface for item selection.

We need to (re)write it to allow the bulk of features to be reused:

• Favourite/Starring
• Ability to have multiple tabs
• Searching
• Icons
• More information
• Recommended

We can then extend this feature to the following places (as a minimum):

• Adding a new block
• Creating new questions (MDL-73219)

Other places may also benefit from this interface too, perhaps:

• report builder templates
• user field types
• database activity field types
