Pressing the TAB key on "See all" link at the bottom (end) of the messages drawer should move the focus to the main toolbar user menu, but instead it moves it to the footer.
It seems, the messages widget (\core_message\helper::render_messaging_widget) is inserted into the page DOM in the wrong place (just before the footer element) and it should be inside the main toolbar, just before the user menu element.
