Tab accessibility issue in message popup

      Discovered while working on MDL-82539, which seems to be a bug ever since.

      Steps to reproduce:

      1. Login as any user
      2. Click on message icon in the header and tab till the "See all" and continue the tab
      3. Verify that the focus did not go to the profile picture
