MOODLE_39_STABLE
The timecreated field of the mdl_course table currently holds the time that the ORIGINAL course record was created and not the current one. So, when copying (i.e., restoring) a course to a NEW course, the timecreated field shows the date of the original and not the new course. This is anti-intuitive, not really useful, and can result in current course ids with really old timecreated data.
