Problem - As a first time Moodle User (Teacher?), I found it hard to locate the "Edit Chapter" link to modify the content on the current Chapter within the Activity type "Book"

Value - Pending quantitative data from the Moodle Analytics tooling coming in Q2 2020, I have the opinion that Book Pages are regularly used content types (falls into the 20% of functionality that 80% of Teachers use), and would be be a high-value improvement

Goal - Emphasise Edit Chapter for the Active Chapter to be a more overt UI option than:

1. Other UI options that can be performed on the current Chapter (Move Up, Move Down, Delete, Hide, Add); and
2. Other UI options that can be performed on other Chapters in this Book.
