Moodle help texts: Change to modal dialogues

      1. Login as a teacher
      2. Go to a course your're enrolled in
      3. Turn editing on
      4. Add an activity (e.g. an assignment)
      5. Click on a help icon
      6. See that the help text is displayed in a modal dialogue box
      7. Close the dialogue

      Hi,
      currently the help strings that appear by clicking on a help icon are displayed in a speech bubble.

      This causes two side effects:

      • Text can be placed outside of the viewport and therefore cannot be read in some cases (MDL-59189)
      • Those texts cannot be copied anymore what makes support work a little harder (MDL-60394)

      So, we propose to transform those help texts into modal dialogues. They are visible and catch the attention of the user and fix the issues mentioned above.
