Hi,
we encountered that the popover help texts behind a question mark are not copyable.

Steps to reproduce:

1. Go to https://demo.moodle.net/course/edit.php?id=2 and login as a teacher
2. Click on a question mark icon
3. Move your pointer into the popup and try to highlight the text for copying the text
   => See that this popup disappears with the click.

Bootstrap core functionality:
Go to https://getbootstrap.com/docs/4.0/components/popovers/ and use the live demo to see that popover text from Bootstrap itself is copyable.

To be able to copy these texts is very helpful for people providing Moodle support. Currently, it's only possible to copy them via the web inspector...
