Inplace editable blocks section menu in Firefox on Clean

      Test in boost + clean; and with LTR + RTL

      1. Open a course
      2. Turn editing on
      3. Hide a section
      4. Mouse over . the section's edit menu again - specifically the word "Edit"
        1. Confirm that the whole edit link is hoverable and any part of it can open the menu
      5. Open the Participants page
      6. Open the Roles inplace-editable (pen icon)
      7. Expand the list to show the list of roles
        1. Confirm that the list of roles is immediately below the autocomplete

      MDL-60619 has caused a regression in the clean theme.
      After hiding a section with content, the inplace editable is now covers the section edit link.

      Removing the newly-added display: block; on .inplaceeditable in theme/bootstrapbase/less/moodle/core.less allows the test to pass once more.

      This has been failing on nightly since #68 on 2nd November 2017.
