Changing submission plugins for an assignment before allows error

      Replication steps:

      1. Create an assignment with file submissions only in a course
      2. Enable manual reopens
      3. Enrol a user to the course
      4. Submit an attempt
      5. Grade as a teacher, and reopen
      6. Log in as the student
      7. Click "Add a new attempt based on previous submission"
      8. You will see an error
