Tag search page should display questions

      This branch needs version bump!

      1. Create questions tagged with some tags
      2. As admin go to Site pages>Tags and click on the tag name
      3. You should see tagged questions
      4. Add a tag block on a course page
      5. As a teacher click on the tag name in this block - you should see the questions tagged with this tag but only those that are visible for you

      Tag search page /tag/index.php should display questions tagged with this tag

      This is a little different from MDL-28308 which asks to search by tags when browsing question bank or adding questions from question bank to the quiz
