Allow connecting a Moodle account with (many) OAuth accounts

      Enable "Allow linked logins" on the OAuth2 Auth plugin configuration.

      Link any oauth account via "Linked logins" in your preferences page.

      Login with the linked account and you should get to the moodle account that linked it.

      Verify you cannot see or do anything with linked logins when using "login as" (this is to prevent you upgrading from a login as to a full account).

      When logging in via OAuth we can search for a moodle account connected to the current OAuth account and login as that user. Provide a "Connected Logins" page for users to connect/disconnect any of their OAuth logins.
