When setting a maximum attempt number in a SCORM activity, a user is unable to resume their final attempt.

1. Create a new SCORM activity
2. Set a maximum attempt number
3. Enrol student in and log in as them
4. Complete SCORM activity and start new attempt until you have begun your final attempt
5. Exit and attempt to resume, will be blocked
