Update of MDL-55455 Which is closed since a long time ago. I just noticed that closed tickets never reopens, so I made a new one.

When setting a maximum attempt number in a SCORM activity, a user is unable to resume their final attempt.

1. Create a new SCORM activity
2. Set a maximum attempt number
3. Set lock after final attempt
4. Enrol student in and log in as them
5. Complete SCORM activity and start new attempt until you have begun your final attempt
6. Exit and attempt to resume, will be blocked even if scorm lesson_status is incomplete
