      In 3.1.1:

      • Using the 'drag' tool to move a comment, the whole page moves/scrolls along with it if it can.
      • Using the 'select' tool, the last selected stamp annotation remains selected and moves with it.

      Tested in Chrome and Firefox on Ubuntu and Windows 7 so far.
