Assignment: Annotates are off screen + error message when clicking annotation

      1. Create a course with an assignment that accepts File submisisons.
      2. Login as a student and submit a PDF file.
      3. Login as a teacher and grade the submission.
      4. Annotate the PDF. Add various annotations, such as shapes, comments, stamps. Make to place the annotations outside the generated document's printable bounds.
      5. Save the grading page and view the list of submissions.
      6. Click View annotated PDF
      7. Check the panel where the annotated PDF is displayed.
        • Confirm that the annotations are not floating over the panel.
      8. Login as a student and view the annotated PDF.
        • Confirm that the annotations are not floating over the panel.
      9. Click and drag on the annotations.
        • Confirm that you cannot drag the annotations.
        • Confirm that there is no error dialogue displayed.

      Hello,

      Annotated assignment doesn't work properly. If you annotate to the rightmost corner of the document and then view the annotated document as student the annotations are "floating" outside of the "annotate PDF" -window.

      Also when you try to scroll the annotated submission as a student vertically you get error "Sorry, but you do not currently have permission to do that(Grade assignment)"

      Tested: Clean theme 2016052300, Moodle 3.1 (Build: 20160523), Internet explorer 11 (as a teacher who annotated) and Firefox 46.0.1 as a student.
