~~MDL-49527~~ and ~~MDL-47306~~ were closed as won't fix, but the moodle current version is not compatible with PHP 7, https://github.com/roundcube/roundcubemail/blob/master/program/lib/Roundcube/rcube_html2text.php#L330 is using the new constructor so we should update to it.

MDL-53180 Recent move/upgrade of html2text was not performed in thirdpartylibs.xml
